(1) If the Ministry fails to provide necessary technical and expert personnel to the Board in accordance with sub-section (2) of Section 20 of the Act, the Board may select technical or expert personnel from open competition and appoint them under a service contract not exceeding one year at a time.
(2) Notwithstanding anything written in sub-rule (1), the Board shall appoint office assistants, computer operators, vehicle drivers on service contracts.
(3) According to sub-rules (1) and (2), while determining the salary of the employee appointed in the service contract, it should be determined not to exceed the salary of the employee of the same level of the Government of Nepal.
